ALASKA AREA COMMITTEE
GUIDELINES FOR STRUCTURE AND PROCEDURE
PREAMBLE: Service to the Fellowship of Alcoholics Anonymous shall be the primary purpose of the Alaska Area Committee. In all our procedures we shall observe the spirit of the AA Twelve Traditions and the Six Warranties, mindful of the ideals expressed in the AA Service Manual and the Twelve Concepts. The Right of Participation and the Rights of Appeal and Dissent shall always be observed.
In the absence of specific indications in these guidelines or of direct Committee actions, the latest edition of the AA Service Manual may be relied upon.
I. PURPOSE
- Electing and supporting the Area Officers, including a Delegate to the General Service Conference.
- Identifying, defining and debating Area, District and Group problems and issues.
- Obtaining the conscience of each District and its Groups.
- Seeking substantial unanimity in all-important decisions.
- Strengthening AA as a whole and carrying the AA message the best way possible in the Alaska Area.
II. MEMBERSHIP
- All Area Committee members and officers, all GSRs and the Delegate have one vote each in an assembly. As a member of the Area Committee, the DCM is entitled to his/her vote. The GSRs vote the conscience of the group they represent.
- Alternates normally vote only if the regular member or GSR is absent.
- Each person qualifying as a voter under this section shall have a single vote even though he/she may be serving in more than one capacity.
III. MEETINGS
- March and early July of each year. The election assembly will be held in early November of each odd year. In the even-numbered years, when no election assembly is held, there shall be a state convention. Said convention shall not be at the expense of Area committee, rather it shall be self-supporting and the responsibility of the hosting community.
- The time and place of each meeting will be bid upon by Districts, one year in advance and voted upon by the Area Committee. Meeting location shall be determined in advance for a period of one year plus one assembly.
- Election assembly bids will be done two (2) years in advance.
- All Area Committee members, whether in attendance or not, shall have a written report to be read at the assembly and subsequently entered into the minutes.
- A quorum shall be the number of voting members present.
- All business meetings shall be held Friday nights and Saturdays. The meeting will be adjourned on Friday night in time to give standing committees a chance to meet. When the meeting is reconvened on Saturday morning, the standing committees will give their reports.
- A condensed form of Robert’s Rules of Order will be used as form for Area Committee’s business meetings.
IV. AREA ELECTIONS
A. Eligibility to Office.
- No person shall be elected to any one Area Committee Officer’s position for more than one full term.
- With these exceptions, the following are eligible:
- All present and past DCMs.
- Area officers, past and present.
- Any AA members who are willing and qualified to serve (qualified as per the AA Service Manual).
B. Balloting Procedure.
- All persons voting must be present.
- Elections of Area Committee officers will be conducted by Third Legacy procedure in accordance with the AA Service Manual. Attention should be paid to the advisability of a fifth ballot, if necessary, in order to secure substantial unanimity.
C. Vacancies.

In the event of a vacancy in an Area officer’s position, replacement shall be appointed by the Chairperson, subject to the ultimate confirmation by the Area Committee, at the next business meeting.
V. PERMANENT COMMITTEES
A. Area Committee standing committees shall include:
- Treatment Facilities or Hospitals and Institutions.
- Corrections.
- Cooperation with the Professional Community (CPC).
- Public Information (PI).
- Archives.
a) Area Archivist need not be a rotating position.
b) Area Archives Committee to be composed of the Archives Chair and district archivists. The committee will be accountable to the Archives Steering Committee.
c) The Archives Steering Committee shall be composed of 5 members, including the Alternate Delegate. Each Area 02 Chair, in rotation, shall appoint 2 members to four-year terms.
- Grapevine.
- Finance.
- Literature.
- Report and Charter.
- Agenda.
B. In order to provide the Area Committee with flexibility in developing and maintaining the standing committee structure, committee job descriptions, responsibilities and structure shall be documented in an Area O2 Committee Handbook that shall be considered service material. This may be updated by acting committees and committee chairs with the approval of the Area 02 officers and ratification as a regular item of business at the Area 02 Summer Assembly.
VI. FINANCES
A. Area Committee Treasury
- In order for the Area Committee to fulfill its responsibilities to give financial assistance to the Delegate, as suggested by the AA Service Manual, provide for the Area’s administrative expenses, and enable the standing committees to carry out their service activities, necessary funds must be available. Each Alaska Area Group and District is asked to voluntarily contribute to the Area Treasury. These contributions are not dues, fees, or levies, but voluntary contributions.
- The AA Groups, Districts and AA individuals are to be considered the only source of funding, in order for the Alaska Area Committee to carry out its responsibilities.
- Fiscal year shall run from October 1 to September 30.
- Two signatures shall be required on all checks to disburse area funds.
- A payee shall not also be a signer on any check.
- Prudent reserve shall be $2000 and will be shown on all financial reports as a reserve amount.
B. Assemblies
- The Area Committee shall carry no responsibility for helping districts who need financial help, except: the Area Committee shall repay any hosting district putting on an assembly if they lose money on said assembly.
- It is suggested that the excess funds from assemblies be donated in the following manner: 60% to the hosting district, 30% to the Area Committee and 10% to GSO.
- Registration of assemblies shall attempt to cover cost of said meeting, so the Area Committee will not have to reimburse hosting district.
VII. AREA OFFICERS
A. The Area Officers shall include:
- Delegate.
- Alternate Delegate.
- Chairperson.
- Alternate Chairperson.
- Treasurer.
- Alternate Treasurer.
- Secretary.
B. Terms of Officers and Determination.
- The term of office shall be two years, commencing January 01 of an even-numbered year; to first attend an Area Committee business assembly as a voting member in March of said year.
- Area officers filling a regular term are chosen by the Area Committee and current GSRs, at an election assembly held in the odd-numbered year, just preceding the year in which office is assumed.
C. Duties of Officers.
Delegate.
- Perform the duties specified in the AA Service Manual.
- By invitation, travel to individual Districts for workshops, panels, and other varied service-related meetings.
- Attend the Pacific Region Alcoholics Anonymous Service Assembly (PRAASA).
- Attend the Pacific Regional forum.
- Address the general fellowship during each assembly business meeting on Saturday night immediately preceding the speaker.
- Newly elected Delegate shall chair the Sunday AM meeting of the November election assembly.
Alternate Delegate.
- Perform the duties of the Delegate in his/her absence.
- Attend PRAASA with the Delegate once during his/her term.
- Serve as a member of the Archives Steering Committee.
Area Chairperson.
- Carry out the duties of Area Chairperson as outlined in the AA Service Manual.
- Conduct all Area Committee business meetings.
- Appoint Committee Chairpersons, subject to ultimate confirmation by the Area Committee.
- Coordinate with hosting District any workshop to be held at conferences or assemblies.
- Attend PRAASA with Delegate once during his/her term.
Alternate Area Chairperson.
- Perform the duties of the Area Chairperson in his/her absence
- Serves as Area Registrar
- Serve as acting Secretary in the absence of the Secretary.
Treasurer.
- Receive contributions from AA Groups, Districts, and individual AAs; maintain records of the monies received.
- Make disbursements by check for such purposes as determined by the approved area budget, and maintain records of all disbursements.
- Maintain a bank account for depositing all receipts and making disbursements.
- Alternate Treasurer.
- Serve as the Finance Committee Chair
- Serve as Acting Treasurer in the absence of the Treasurer
- In cooperation with the Finance Committee and the Treasurer, prepare a proposed annual budget for presentation at the July Area Committee meeting.
Secretary.
- Revise and distribute updated address/phone/mailing lists of all Area Committee members after each assembly.
- Compile and distribute minutes of assembly meetings to all Area Committee members, the General Service Office (GSO) and all Alaska Intergroup offices.
- Prepare and mail out upcoming area assembly agenda to all Area Committee members.
- The Secretary shall mail out a, b, and c to all Area Committee members within three (3) weeks of the last assembly.
- Keep GSO updated on address changes for all Area Committee members and compile and distribute any other documents as required by Area Committee regarding current business actions.
VIII. AMENDMENT AND SUSPENSION PROCEDURES
A. Amendments
- Proposed amendments to this Structure and Procedure Guidelines shall be submitted in writing to the Area Chairperson with a copy to the Secretary for recording purposes.
- The Area Chairperson shall include the proposed amendment on the agenda for the next Area Committee meeting. If a simple majority of the members present agree that the amendment should move forward, the Committee will then determine by a two-thirds (2/3) majority vote whether: a) The amendment is a procedural change in how the area does business and may be ratified by the Committee, or b) The amendment is of significant importance to the groups to require ratification by the groups.
- If it is determined that the amendment may be ratified by the Committee, the amendment shall proceed immediately to the floor for discussion and a vote. If it is determined that the amendment requires ratification by the groups, the proposed amendment will be submitted to the Alaska Area Groups for their consideration and discussion. At the following Area Committee meeting, a two-thirds (2/3) majority vote shall constitute the adoption of the amendment.
B. Suspension

Upon agreement by three-fourths (3/4) of the Area Committee present voting thereon, this document, or any part thereof, may be suspended temporarily for necessity.
